Move OpenGL usage from VideoSamplePipeline to new OpenGlFrameEditor. · 68000e00

The decoder writes to `OpenGlFrameEditor`'s input `Surface`
and the `OpenGlFrameEditor` writes to the encoder's input `Surface`.
