Move video encoding MIME type fallback to VTSP · 532e0ffd

Main change:

- Removed `Codec.EncoderFactory.createForVideoEncoding`'s argument of a list
of allowed MIME types
- Moved the check for whether a video MIME type is supported to VTSP
