HDR: Centralize getting Colorinfo from MediaFormat · 44c42fef

* Sets KEY_HDR_STATIC_INFO from MediaFormat in the DefaultCodec.
* Adds checks in mediaparser to ensure color space, range, and transfer are valid
  values.
