Roll forward of https://github.com/androidx/media/commit/2ed1deb52d2632c9d7f620be7d1d4172fa55d561. 

Reason for not rolling back the rollback https://github.com/androidx/media/commit/d68b790077efb33749a98750ce8ffed91d4f44ed: file name changed and
file content moved, the automated tool is unable to correctly apply the change.

Apply suggested AVC profile depending on the API version.

Use `AVCProfileHigh` only when there's encoder support.
