Fall back to AVC/HEVC for Dolby Vision levels 10-13

Before, the level was set to null in this case.
MediaCodecUtil.getCodecProfileAndLevel() was therefore returning null
and the fallback to AVC/HEVC was not enabled in MediaCodecVideoRenderer.
